Advancing Quality Culture, LLDIKTI Region III and Undira Conduct SPMI Development Framework Enhancement Program
Jakarta, June 10, 2026 – LLDIKTI Region III, in collaboration with Universitas Dian Nusantara (Undira), organized an Updating the Development Framework of the Internal Quality Assurance System (SPMI) program in a hybrid format at the Auditorium of Undira Kranggan Campus, Bekasi, West Java, on Tuesday, June 9, 2026. Attended by more than 100 participants, the event aimed to strengthen the quality of higher education governance while enhancing understanding and implementation of the Internal Quality Assurance System (SPMI).
Participants attending in person included representatives of quality assurance units from private higher education institutions and six public universities under the supervision of LLDIKTI Region III, as well as all Regional Facilitators (Faswil) actively supporting the implementation of SPMI across higher education institutions.
The event was attended by the Head of LLDIKTI Region III, Dr. Henri Togar Hasiholan Tambunan, S.E., M.A., and the Rector of Universitas Dian Nusantara, Prof. Dr. H. Suharyadi, M.S. Both expressed their support for strengthening quality culture and enhancing the implementation of SPMI in higher education institutions.
The program featured two speakers who also serve as higher education quality assurance facilitators: Dr. Ir. Desiana Vidayanti, M.T., and Dr. Magdalena Surjaningsih Halim, S.Psi., Psikolog. They presented updates on policies, development strategies, and best practices in implementing SPMI to support the sustainable improvement of higher education quality.
Opening the event, Undira Vice Rector for Academic Affairs, Ir. Margono Sugeng, M.Sc., expressed his appreciation to LLDIKTI Region III for its continuous guidance to higher education institutions, particularly in implementing SPMI, and thanked the organization for entrusting Undira as the host institution. He emphasized that quality assurance should not merely be viewed as written documentation but as a culture that must be maintained to achieve sustainable excellence.

“In an increasingly dynamic world, quality must become part of our institutional culture through consistent integrity and professionalism. The Internal Quality Assurance System has become a fundamental pillar in building the credibility and accountability of higher education institutions. Strengthening SPMI is expected not only to enhance the quality of universities but also to contribute to the advancement of the nation and the state,” said Margono.
Referring to the Regulation of the Minister of Higher Education, Science, and Technology (Permendiktisaintek) No. 39 of 2025, Desiana Vidayanti explained that mission differentiation is a key factor in upholding both quality and institutional identity. She noted that mission differentiation has been implemented by the Higher Education Council since 2019 as a foundational step in formulating institutional strategies for higher education institutions.
“From the perspective of SPMI governance, mission differentiation is implemented to ensure that policies and VMTS (Vision, Mission, Objectives, and Strategies) are more objective while fostering institutional autonomy for each higher education institution. In the long term, it also helps maintain consistency in institutional development directions,” Desiana explained.
She further added that, beyond strengthening autonomy, mission differentiation also supports quality monitoring during the accreditation process. This aligns with BAN-PT’s performance framework known as CRAM (Culture, Relevance, Accountability, and Mission), which applies not only to institutions but also across all organizational levels. Based on this regulatory framework, she expressed confidence that higher education institutions would be able to maintain and continuously improve their quality standards.
Continuing the discussion, Magdalena Surjaningsih Halim emphasized that the implementation of mission differentiation plays an active role in developing institutional strategic plans and mission priorities based on each institution’s SWOT analysis, in line with IAPT 4.1 standards and the principles of impactful higher education.
“The implementation of mission differentiation determines the standard parameters of the Tri Dharma of Higher Education that become the distinctive strengths of each institution according to its sector, whether in community service, education, or research. However, institutions do not need to be rigidly confined to a single focus. Quality development can be pursued through both principle-based and rule-based approaches,” said Magdalena.
The event continued with a Simulation Practice Session on Reviewing SPMI Report Documents through the Quality Assurance Reporting Dashboard (Penjamu) developed by LLDIKTI Region III. The session was facilitated by LLDIKTI Region III technical officer Ikhsan Riyanda, together with the Head of Undira’s Quality Assurance Institute, Sri Hesti, M.I.Kom., and Mrs. Desiana Vidayanti.

Closing the event, Henri Togar Hasiholan Tambunan reminded all higher education institutions to implement the mandate of Permendiktisaintek No. 39 of 2025 in order to support the development of SPMI and strengthen a culture of quality in education.

“A quality culture encompasses governance that upholds accountability, transparency, nonprofit principles, effectiveness, and efficiency, supported by periodic reporting and integrated data management through PDDikti. Quality cannot be built solely through external evaluations; it must be cultivated through a culture of continuous improvement, quality-oriented leadership, and consistent implementation of the PPEPP cycle. Through these efforts, higher education institutions can grow into impactful and self-reliant institutions that contribute meaningfully to society and the nation,” he concluded.
